JSA were retained to carry out engagement and prepare a Social Impact Assessment (SIA) for a proposed Air Liquide CO2 Processing Plant at the former Australian Pulp & Paper Mill site on Bolong Road, Bomaderry. The proposed CO2 Plant will capture and purify CO2 gas generated as a coproduct from ethanol production into food and beverage grade Liquid Carbon Dioxide (LiCO2) through the deployment of a suite of heat recovery upgrades and enabling infrastructure that will deliver ongoing reduction in Scope 1 Carbon dioxide emissions.
The proposed development would meet the criteria for State Significant Development under clause 10 Chemical, manufacturing and related industries of Schedule 1 of the State Environmental Planning Policy (Planning Systems) 2021.
JSA found that there were both positive and negative impacts of the proposed development but on balance, the benefit of the likely positive social impacts of the proposal to be experienced at the local, State and National levels, outweighed the potential adverse social impacts which may be experienced by a small number of people in the immediate locality. Likely positive social impacts of the proposal related to employment, production of a socially useful and necessary commodity, and capture and reuse of CO2 emissions.
