Social Impact Assessment and Community Consultation for State Significant Development (SSD) Resource Recovery Facility (RRF) and concrete batching plant at Rosehill

By 7 January 2026No Comments

A State Significant Development in the industrial area of Rosehill is currently before the Department of Planning, Housing and Infrastructure (DPHI) for construction and operation of a resource recovery facility with capacity to process up to 250,000 tonnes per annum of construction and demolition waste and soils; and concrete batching plant with capacity to produce up to 250,000 tonnes per annum of concrete, contributing to the circular economy.

JSA has been engaged to provide a Social Impact Assessment and to undertake community consultation and prepare an Engagement Report to be submitted with the Application to DPHI.

The site falls within the Camellia-Rosehill Place Strategy area which will guide renewal of the precinct over the next 20 years and aligns with the strategic directions of the Strategy.

In preparation of the Engagement Report JSA conducted a letterbox drop inviting nearby residents and businesses to take part in a telephone survey.  Email submissions were also accepted.  A community engagement drop in session was also held at a local venue with project team members available to provide information on the proposal. This feedback will form the basis of the Engagement Report.
