Dr Stubbs, acting on behalf of the Independent Liquor and Gaming Authority, provided expert evidence on the social impacts of the granting of a packaged liquor licence in a particularly vulnerable socio-economic area of the town of Moree in western New South Wales. The Applicant was seeking a review of the Decision by the Independent Liquor and Gaming Authority to refuse its application for a packaged liquor licence, which had stated that it was “concerned that the social impact of approving the application is likely to be detrimental to the well-being of the local and broader community”.
Dr Stubbs provided Affidavit evidence on the social impacts of granting the application, including the performance of the Moree suburb in terms of health indicators, local crime environment, density of liquor licences and the relatively weak controls proposed in the Plan of Management to mitigate potential adverse impacts and alcohol-related harms.
